
An interaction programme on “Overview on Financing Solid Waste Management through Carbon Financing: Strategies and Examples (Experience of Dhaka, Bangladesh)” was organized jointly by the Solid Waste Management and Resource Mobilization Centre (SWM&RMC) and Public-Private Partnerships for Urban Environment (PPPUE). The programme sought to educate and share experiences on financing municipal waste management using carbon financing. The programme was inaugurated by the Minister for Local Development, Mr. Purna Kumar Sherma Limbu.
A High Level Committee on Waste Management has been formed by the Government of Nepal to work towards integrated and sustainable management of solid waste in Kathmandu Valley through the PPP approach. In the same context, the potentiality and complications of linking carbon trading to SWM require practical knowledge for the preparation, processing, implementation and continued evaluation of any potential CDM project. Any learning from the ongoing project in Dhaka, Bangladesh will prove to be very useful for Kathmandu.
Mr. Iftekhar Enayetullah and Mr. Abu Hasnat Md. Maqsood Sinha from Waste Concern, Bangladesh, presented a paper on “Overview on Financing Solid Waste Management through Carbon Financing: Strategies and Examples from Asia”. Minister Sherma Limbustated that solid waste management has become a major challenge for local governments in Nepal. Because of the financial burden from waste management, municipalities have to think of new ways to manage garbage in a sustainable and effective manner. Mr. Krishna Gyawali, Secretary with the Ministry of Local Development, in his closing remarks expressed that Nepal is very encouraged after hearing about the success story of carbon trading based composting project in Bangladesh.
