The PPPUE project started its activities with awareness raising and consultations on the concepts of PPPs amongst stakeholders. In order to sustain project initiated interventions, the project has from the beginning focused on creating ownership of the stakeholders towards the programme. As a result, today the Environment Section of the Ministry of Local Development (MLD) of GoN coordinates and facilitates the PPP initiatives taken at the local body level. Similarly, PPP sub-desks at the Municipal Association of Nepal (MuAN) and Federation of Nepalese Chambers of Commerce & Industry (FNCCI) coordinate the PPP activities in their respective sectors.

At the local level, the partner municipalities and district chambers of commerce and industry (CCIs) have appointed PPP focal points from their regular staff to implement PPP
activities. Representatives of civil society in all partner municipalities also coordinate the PPP initiatives through membership in PPP committees. PPP has therefore been institutionalized within the urban governance functions

through the PPPUE constituted PPP Committees with representation from the public and private sectors and civil society. The Committees are now capacitated to take on the majority of PPP related tasks such as project identification, analysis and selection, feasibility, etc.
